			<content:encoded><![CDATA[<p>Consultation now out on the new <a href="http://manchesterplanningissues.files.wordpress.com/2009/05/pps4-draft.pdf" target="_blank">PPS 4: Planning for Prosperous Economies</a>. This paper seeks views on combining all national planning policy on economic development in urban and rural areas and town centres into one consolidated and streamlined Planning Policy Statement (PPS).</p>
<p>Part 4 of the consultation paper sets out a number of questions on which <a href="http://www.communities.gov.uk" target="_blank">DCLG</a> are seeking views.  To help their analysis of responses, DCLG would be grateful if consultees could use the questions to structure their responses. <p>This means that the Issues &amp; Options have been developed further into policy approaches.</p>
<p>Very shortly a <a href="http://manchesterplanningissues.files.wordpress.com/2009/04/refining-options-briefing-paper.doc" target="_blank">briefing document</a> will be available from the SNAG office and this shall be posted to SNAG members.  A meeting will be held in May to formulate the SNAG response to this stage of the consultation.  There are no questions as such in the consultation document, so you are invited to respond on a paragraph by paragraph basis.</p>
<p><strong>Particular attention must be given to pages 51 &#8211; 73.</strong></p>

<p>There are five main destinations, or reasons for travel that may have access related issues. These are:<br />
• Health services: Doctors, dentists, hospitals etc<br />
• Fresh food: On the local high street or a larger retail centre / supermarket<br />
• Education: From nursery to night school<br />
• Employment: Full time, part time, shift work and nights<br />
• Leisure: Parks, swimming pools, cinemas, pubs, clubs etc.</p>
<p>Addressing all the issue and concerns on how people of all ages, economic backgrounds etc can get to where they need to go is not an easy task.<br />
There are umpteen different agencies, organisations and departments all trying to make things better, from large bodies like the council down to small community groups like residents associations. This causes a few problems along the way, from communication to implementation.</p>
<p>We do not claim to have the answers, YOU have those!</p>
<p>That is why we are providing a space, and some facilitation, for planners, engineers, service providers, and you, the users and those most affected, to get together to look at how we can, by working together, improve access across the city.</p>

<p>As part of the consultation for the Local Development Framework individuals and groups can identifying sites in Manchester that they feel are suitable for particular types of development / uses, or for protection from development.</p>
<ul>
<li>The site must have an area of 0.25 hectares or greater (0.25 hectares is 250 sq m, approx half the size of a football pitch)</li>
<li>Any site of this size is eligible for submission, regardless of its ownership or present use</li>
<li>If a site is below this size threshold it could be submitted if included with other neighbouring sites</li>
<li>Submission of a site doesn&#8217;t guarantee that it will be allocated to your prefered use</li>
</ul>
<p>Examples of the types of sites that an individual or group may wish to submit for consideration could include:-</p>
<p>• Areas of open space such as allotments, green space or sports pitches etc., that the local community may want to be allocated                in order to protect them from development.</p>
<p>In order for a submission to be accepted a plan must be provided that contains adequate detail for the council to be able                to identify the location and the boundaries of the site.</p>

<p>North West Planning Aid are working with the Sustainable Neighbourhoods Pool to provide an information session for community groups on the Local Development Framework (LDF). This is to support groups in forming a esponse to the consultation on the LDF taking place until 4th February 2008.</p>
<p>The LDF is a document which will set out planning policies for development in Manchester. For example policies on affordable housing, the environment, transport and energy.</p>

<p><strong>Local Development Framework</strong></p>
<p>The council is preparing the Local Development Framework (LDF) for Manchester, which will be of interest to all members as it is will replace the Unitary Development Plan which guides future development. It is seen as the spatial representation of the community strategy, The Manchester Way.</p>
<p>The Core Strategy, the key document in the LDF, is the first to be developed.  Preparation of the Issues and Options stage of the Core Strategy is underway, and as part of this, we are to hold the Forum in order to discuss the proposed framework and the issues arising. The issues are the Built Environment, Environment, Housing, Economy and Transport and the wider cross cutting issues including Health, Crime, Education and Culture. The forum will focus on the issues most relevant to the Sustainable Neighbourhoods Partnership.</p>
<p>Formal consultation on the LDF will begin on Dec 4th 2007 to ensure people across the city are informed and involved. Informal consultation began in October and this is a chance to have your say at this early stage.</p>
<p>During the consultation, all information will be on the environment and planning section of the council website, and people are encouraged to participate.</p>
<p>All attendees will be sent further information nearer the date of the Forum. To express an interest in attending please email Christopher McDermott (at manchester.gov.uk, add c.mcdermott1) with your name and organisation. Please copy me in too (at merci.org.uk add sustainable), and I can ensure that you receive all the papers. I am happy to meet with those attending in advance of the meeting to discuss the papers, if that would be useful then just ask.</p>
